You should spend about 40 minutes on this task.

Write about the following topic:

There are more cars on the roads these days and more accidents are happening. As a result, some politicians have suggested that people should take regular driving tests throughout their lives, rather than one single test.

What do you think are the advantages of repeat driving tests? Do the advantages outweigh the disadvantages?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

You should write at least 250 words.


Sample Answer: (Drawbacks outweigh the advantages)
In most countries, people take a driving test before they are granted a driving licence, and its renewal does not require retaking the test. Some bureaucrats, however, suggest that repetitive tests should replace the conventional "once in a lifetime test" policy. The proposed policy has some advantages but the drawbacks are far greater.

To commence with, the repetitive driving tests seem like a solution to the increasing driving offence, but in reality, people's carelessness, violation of traffic rules and drunk driving are the main causes for most road accidents. Therefore the authorities should spend more money and manpower for ensuring road safety than retesting the driver's ability. It is a scientific fact that adept drivers are less likely to forget their driving skills unless they lose their sanity. Considering this, the authority should update the drivers about the changes in traffic rules, and make them aware of road safety, not test their ability every year. Finally, strict punishment and penalties should be imposed for the traffic rule violation to get the desired result.

Furthermore, a periodic driving test would waste people's money, time and energy on the one hand, and drain the government's budget on the other hand. According to a recent report, new applicants have to wait for several weeks to get a driving licence due to the insufficient facility and manpower, for example. Having the repetitive driving skill test would thus make this far worse and completely unmanageable.

To conclude, rather than questing people's ability to remember how to drive, strict policies and road safety should be given priority. Drivers should be educated, not tested on their ability to drive a car as this proposed policy would add burden both to the ordinary people and the authority.

It is generally claimed that regular examination for checking driving skills is an effective method to curb road incidents. This essay disagrees with this predetermined thought because of its extravagant burden on transport operative offices. This essay will first discuss how it adds up more responsibilitie s for a province without effective ramification, and secondly, suggest other alternatives to purge this problem with smart impactful efforts.

To begin with, if this approach is to be adopted, provincial’s driving schools will have to hire a large number of professionals and allocate more resources for covering all civilians' tests within a particular period. Moreover, newcomers will face difficulty in getting slots at a certain time and have to wait long to get a driving license. This will bring even bigger questions to the government to handle their civilians' needs. To illustrate, the current system already faces difficulty due to non-availability of testing dates which adversely affect some people’s career because their employment’s primary qualification requirement is driving license and skills.

Secondly, more stern actions and hefty fines against offenders will alleviate the road safety issue. Additionally, the experienced drivers who have already cleared their examinations have enough knowledge about traffic rules and vehicle operative abilities. So if they commit mistakes, that is certainly not due to the lack of knowledge, but, because of deliberate causes and negligence. This carelessness and recklessness cannot be minimized by forcing them to retake the driving test over and over again. Rather, awareness campaigns would work much more efficiently.

In conclusion, any solution should be according to the need of the hour and based on data, not based on emotion. So the government should adopt road safety measures so that it reflects reality. Retaking driving test regularly in no way a practical solution but awareness campaigns, stern punishments for road safety offenders are.

To reduce driving offences and road accidents, some suggest regular driving tests. In my country, if everyone had to be retested, the system would be swamped, every exam station would have to process one person each minute and a significant number of people would lose their licence. The economic and political impact of this would force the government into the continuity of government protocols. Thus I strongly believe that despite a few advantages, the recurring driving test has far more drawbacks. In theory, repeat driving tests seems worthwhile as it ensures that the driver is adept to drive a vehicle. However, it is practically improbable as it will consume a huge resource and time. If someone has been allowed to drive throughout his life and then suddenly declared disqualified, the person would find it hard to accept. As a result, a large number of people would drive illegally. Moreover, disregarding driving rules is not the issue in most accidents. Drivers in most cases know what they do and the fact that I can't recall the reinstatement fee for a third conviction of DUI and lapse in insurance does not influence safe driving. Besides, written tests often do not test for real knowledge and that's why repeat tests would not ensure skill development in any way.In conclusion, road safety is not directly related to repeat tests of drivers and this would invite a more chaotic situation than expected. I do not see many obvious benefits of recurring driving tests and surely it has more demerits than advantages.
